<\/p>\nOn December 3, 2021, the Ministry of Agriculture and Rural Development, in collaboration with the People’s Committee of Lai Chau Province, organized the Conference on “Under-Canopy Economic Development in the Northern Midland and Mountainous Provinces” to assess the outstanding value of forests and the value of forest ecosystems in relation to the economy, society, culture, environment, and national defense and security.<\/p>\n
The conference was held in-person in Lai Chau Province, with attendees including: representatives from the Central Economic Commission; Committee for Ethnic Minority Affairs; Ministries of Planning and Investment, Labor, Invalids and Social Affairs, and Science and Technology; Vietnam Farmers’ Union; Vietnam Cooperative Alliance; leaders of the People’s Committees of Dien Bien, Son La, Yen Bai, and Lao Cai Provinces; enterprises; delegates from Lai Chau Province as part of the Provincial Agricultural Investment Promotion Conference; representatives from universities, research institutes, and various units under the Ministry of Agriculture and Rural Development; JICA organization; and representatives from news agencies and media outlets.<\/p>\n

View of the Conference at the Lai Chau Main Venue<\/strong><\/p>\n Online participants joined from 12 provinces (Hoa Binh, Cao Bang, Bac Kan, Thai Nguyen, Lang Son, Bac Giang, Quang Ninh, Ha Giang, Tuyen Quang, Phu Tho, Vinh Phuc, and Ninh Binh) and 10 online locations representing associations and international organizations. Delegates from the 12 provinces included: leaders of the provincial People’s Committees; Departments of Agriculture and Rural Development; Natural Resources and Environment; Science and Technology; Planning and Investment; Forest Protection Sub-Departments; Agricultural Extension Centers; and Plant Protection Sub-Departments. Delegates from the 10 other locations included: the Embassy of Finland; Vietnam Timber and Forest Products Association; Vietnam Forest Owners Association; Association of National Parks; Cinnamon-Star Anise Association; and several international organizations: GIZ, CIFOR, WWF, and IUCN.<\/p>\n Mr. Phung Duc Tien \u2013 Deputy Minister of Agriculture and Rural Development delivered the opening speech.<\/strong><\/p>\n In his opening speech, Deputy Minister Phung Duc Tien emphasized that the Northern Midland and Mountainous Region has over 5.7 million hectares of forest, accounting for 39.6% of the country’s total forest area, including 3.962 million ha of natural forest and 1.796 million ha of planted forest. The conference aimed to assess the current status and potential of under-canopy economic development in the region and propose solutions for implementation in the near future.<\/p>\n Deputy Minister Phung Duc Tien called on delegates to thoroughly assess the current development situation, challenges, and propose specific policy solutions to effectively utilize the multi-ecological potential of forests.<\/p>\n Ms. Giang Pao My, Member of the Party Central Committee, Provincial Party Secretary, Chairwoman of the Provincial People\u2019s Council, and Head of Lai Chau\u2019s National Assembly Delegation, spoke at the Conference.<\/strong><\/p>\n She emphasized that the conference was a meaningful event, providing an opportunity for Lai Chau and other provinces in the region to receive guidance from the Ministry of Agriculture and Rural Development and opinions from scientists, experts, and delegates. She expressed her hope and belief that through this conference, Lai Chau would better implement forest development and promote under-canopy economic development to serve socio-economic development and ensure national defense and security.<\/p>\n Conference Presentations Included:<\/strong><\/p>\n Current status, potential, and solutions for under-canopy economic development in the Northern Midland and Mountainous Provinces;<\/p>\n<\/li>\n Forests in Finland \u2013 Ideas;<\/p>\n<\/li>\n From Concept to Practice in the Green Economy: Multi-functional Forests;<\/p>\n<\/li>\n Developing Non-Timber Forest Product (NTFP) Material Areas for Production;<\/p>\n<\/li>\n Developing NTFP Resources in Forest Environments in the Northern Midland and Mountainous Provinces of Vietnam;<\/p>\n<\/li>\n Potential, current situation, orientation, and solutions for under-canopy economic development in Dien Bien Province;<\/p>\n<\/li>\n Assessment of the potential for under-canopy economic development in Lao Cai Province;<\/p>\n<\/li>\n Current potential for under-canopy economic development in Son La Province;<\/p>\n<\/li>\n Sharing experiences in under-canopy economic development towards sustainable economic, social, and environmental development in Bac Kan Province.<\/p>\n<\/li>\n<\/ul>\n Representatives from the Institute of Forestry and Sustainable Development and the Faculty of Forestry \u2013 University of Agriculture and Forestry (Thai Nguyen University) attending the Conference included:<\/strong><\/p>\n Assoc. Prof. Dr. Tran Thi Thu Ha (Dean, Director),<\/p>\n<\/li>\n Dr. Do Hoang Chung (Deputy Director),<\/p>\n<\/li>\n Dr. Nguyen Thanh Tien (Deputy Dean of Forestry Faculty).<\/p>\n<\/li>\n<\/ul>\n Assoc. Prof. Dr. Tran Thi Thu Ha presented and responded to discussions at the Conference.<\/strong><\/p>\n She delivered a presentation titled “From Concept to Practice in the Green Economy: Multi-functional Forests”<\/em>, which covered:<\/p>\n Introduction (Challenges and opportunities in the green economy; Potential and risks);<\/p>\n<\/li>\n What the government and ministries have done;<\/p>\n<\/li>\n What local authorities have done \u2013 current situation;<\/p>\n<\/li>\n What local people, cooperatives, and businesses have done;<\/p>\n<\/li>\n What scientific units have done;<\/p>\n<\/li>\n Promising results from the lab to the field by the Institute of Forestry and Sustainable Development;<\/p>\n<\/li>\n Introduction of outcomes from the national-level science and technology project “Research on Exploitation and Development of the Genetic Resources of Dendrocalamus yunnannicus in Some Northern Mountainous Provinces,”<\/em> Code: NVQG-2017\/05, led by the Institute;<\/p>\n<\/li>\n Application of biotechnology in high-quality medicinal plant propagation at the Institute;<\/p>\n<\/li>\n Development and conservation models, plant variety protection, and seedling supply of medicinal plants;<\/p>\n<\/li>\n Experience and potential in collaboration between the Institute and localities.<\/p>\n<\/li>\n<\/ul>\n Deputy Minister Phung Duc Tien highly appreciated the presentation by Assoc. Prof. Dr. Tran Thi Thu Ha and raised a follow-up question regarding the potential development of Lai Chau Ginseng. According to her, Lai Chau Ginseng is widely distributed in the province (Phong Tho, Sin Ho, and Muong Te districts), but developing a raw material area for this product requires more in-depth research on adaptive distribution characteristics and evaluation of high-value provenances within Lai Chau.<\/p>\n Conclusion<\/strong><\/p>\n At the conclusion of the conference, Minister of Agriculture and Rural Development Mr. Le Minh Hoan praised the potential for under-canopy economic development in the Northern Midland and Mountainous Provinces.
