On the afternoon of April 15, 2022, the Department of Agriculture and Rural Development of Quang Ninh Province organized a workshop entitled “Some Policies for Sustainable Forestry Development in Quang Ninh Province.”
Workshop Content: The workshop focused on evaluating the implementation results of sustainable forestry development policies in Quang Ninh Province and assessing the potential for developing the forest-based economy in the province. It also aimed to propose solutions and develop comprehensive policies for sustainable forestry development in the coming period.
Mr. Nguyễn Minh Sơn, Director of the Department of Agriculture and Rural Development of Quang Ninh Province, delivered the opening speech at the workshop.
The workshop was held in person in Quang Ninh Province, with participants including: representatives from universities and research institutes; the Department of Science and Technology; the Ethnic Minority Affairs Committee of Quang Ninh Province; the Quang Ninh Farmers’ Association; representatives from districts, towns, and cities; and several enterprises, news agencies, and media outlets.
Representing Thai Nguyen University of Agriculture and Forestry (TNUSF), the participants included: Assoc. Prof. Dr. Trần Thị Thu Hà (Dean of the Faculty of Forestry, Director of the Institute of Forestry and Sustainable Development); and Dr. Đỗ Hoàng Chung (Deputy Director of the Institute).
Presentations and reports at the workshop included: Results of the implementation of Resolution No. 337/2021/NQ-HĐND dated March 24, 2021, by the Quang Ninh Provincial People’s Council; proposals to amend and supplement Resolution No. 337/2021/NQ-HĐND; and suggested topics for discussion and expert feedback.
At the workshop, delegates focused on discussing and contributing feedback on the draft resolution to amend and supplement certain articles of Resolution No. 337/2021/NQ-HĐND dated March 24, 2021, regarding forestry development support policies in Quang Ninh Province. Key discussion points included revisions and additions to support policies for large timber plantations and native species; support for forest owners transitioning from production forests to protection forests; non-burning vegetation treatment methods; issuance of sustainable forest management certificates; support for the planting of non-timber forest products and medicinal plants; and policies on natural forest management and protection.
A representative of the organizing committee gave a speech.
In his concluding remarks, Mr. Nguyễn Minh Sơn, Provincial Party Committee member and Director of the Department of Agriculture and Rural Development, affirmed: The prompt issuance of the amended resolution to supplement certain provisions of Resolution No. 337/2021/NQ-HĐND will create a mechanism and legal framework for state management agencies to effectively implement policies and achieve sustainable forestry development goals along the value chain. It will also encourage investors to plant large timber forests, attract major enterprises to invest in a closed and sustainable cycle, promote green industrial economic transformation and growth, and control environmental pollution. At the same time, it aims to generate high-value forestry products, create jobs, increase incomes for local people, and narrow the income gap among regions across the province.
